Here is how I fixed it: After you insert the balloon, insert some text the balloon is supposed to cover, then use layering (bring to front/back) to move the balloon over the text. If you try dragging the text 'behind' the balloon, SMARTNotebook thinks you are trying to 'assign' the text to the balloon, so it inserts it in the balloon instead. Hope this helps!
